Borrowed from Middle Low German quarren, querren, quēren (to purr, hum, coo, growl), of uncertain origin. Perhaps onomatopoeic, or alternatively continuing Old Saxon *kweran, from Proto-West Germanic *kweran (to moan, sigh), from Proto-Germanic *kweraną (to sigh), related to Old High German kweran, queran (to moan, lament, sigh), Middle English quartern (prison, prison cell).
