Inicialmente esta edição do torneio excluiu os clubes da North American Soccer League devido a suspensão da temporada de 2018.[4] Porém após uma decisão do comitê da competição em março de 2018 foram liberadas a disputar as equipes da NASL que estão disputando a NPSL, são eles o Jacksonville Armada FC, Miami FC 2 e o New York Cosmos B.[5]
